recommendations were made after all hotels had been invited to submit accounts to that Committee.

In conclusion I should mention that in the debate on the second reading of the Bill there was only one speech, and one vote, in opposition to the measure and even in that case the opposition was founded only upon objection to the principle, proposed by the Advisory Committee and reproduced in the Bill in order to make effective the institution of

controlled rates for Hong Kong residents only, that percentages of accommodation be reserved in the Scheduled Hotels for Hong Kong residents.

I do not consider that the representations of the petitioners provide grounds for the disallowance of the Ordinance and I recommend that the petition be rejected.
